社会救援力量业务的经费保障对社会救援队伍的建设至关重要。基于社会救援力量业务的经费保障现状，研究了为什么要进行社会救援力量业务经费保障，剖析了社会救援力量经费保障的不同阶段（经费筹措管理、经费日常管理、经费支出管理及经费监督管理）遇到的风险问题，并有针对性地提出了社会救援力量业务的经费保障风险防控优化对策。研究表明，开展此项研究有助于进一步丰富社会救援力量业务的经费保障理论体系，也有助于社会救援力量的持续健康发展。

With the development of emergency management, social rescue forces in China have made great achievements. However, there are inevitably a series of problems, especially in the fund raising management, fund daily management, fund expenditure management and fund supervision and management. the business development of social rescue force needs not only the input of manpower and physical strength, but also the support of material and financial resources, which are the material basis for the business development of social rescue force. Therefore, the financial security of the social rescue force is very important to the construction of the social rescue team. Based on the current status of social aid fund and business, we studied social relief funds safeguard power business, analyzed the risk of problems at different stages of social aid funds safeguard, fund raising management expenses, the daily management of funds, management and supervision and management of funds, and put forward targeted social rescue force business funds to protect the risk of prevention and control optimization countermeasures. the results show that such research is helpful to further enrich the theoretical system of financial security of the social rescue forces, and also to the sustained and healthy development of the social rescue forces.
