为满足应急管理新体制下,各级地震应急管理部门对地震应急响应服务的新要求,基于互联网、云计算、开源数据库和开源GIS等一系列新技术与平台,中国地震台网中心建设了新一代地震应急快速响应技术系统。新一代地震应急快速响应技术系统集地震触发、应急响应级别判定、震害损失快速评估、应急产品产出和应急产品服务于一体,实现了从触发到服务的地震应急业务全链条自动化,提升了地震应急响应的服务质量和水平。该系统采用国、省两级部署,在近些年的地震应急处置中取得了较好的应用效果,显著提升了全国地震应急技术支撑能力。

To meet the evolving requirements of earthquake emergency management departments under the new emergency management system,the China Earthquake Networks Center has developed a next-generation earthquake rapid response system. This system leverages advanced technologies such as the Internet,cloud computing,open-source databases,and open-source GIS platforms. The new system is an end-to-end automated emergency response framework that integrates earthquake detection,response level determination,rapid damage assessment,and the generation of emergency products and services. It enables full automation from detection to service delivery,enhancing both the quality and efficiency of earthquake emergency responses. Deployed at both national and provincial levels,the system has demonstrated significant success in recent years,greatly strengthening the nation's technical capacity for earthquake emergency management.
